For District Overview (per Sec. 32-1-104.5(3)(a)(X), C.R.S.)

Winter Farm Metropolitan District No. 2 is a local government that provides certain public improvements and services for the Winter Farm and Peakview Estates communities.

Public Improvements and Services

The District is authorized by the Special District Act and its Service Plan to provide various public improvements and services, including non-potable water utility, landscaping, storm drainage, streets, parks, and covenant enforcement and design review. 

Maximum Debt Authorization

The District is authorized by its Service Plan to issue a maximum of $10,000,000 in general obligation bonds and/or revenue bonds.  The District issued its General Obligation Refunding Bonds, Series 2019, in the aggregate principal amount of $8,590,000 on September 26, 2019. 

Authorized Sources for Debt Repayment

The District is authorized to repay its general obligation debt from any and all legally available revenues of the District, including general ad valorem taxes.

Maximum Mill Levy for Debt Repayment

The District’s Service Plan imposes a Mill Levy Cap of 60 mills (50 mills for debt service and 10 mills for operations), subject to adjustment as described in the Service Plan.

Board Member Qualifications

The District holds regular elections for board members on the first Tuesday after the first Monday in May of each odd-numbered year. A person is qualified to be a candidate if they are a registered to vote under the Colorado Uniform Election Code of 1992 and are either (1) a resident of the District, or (2) the owner (or spouse or civil union partner of an owner) of taxable real or personal property within the District.  People interested in a position on the District’s Board of Directors may contact the District’s Manager for further information:

  • Special Permits may be issued to allow for special circumstances, including sod watering. 
  • Who manages the day-to-day operations of the District?

  • What happens if a vacancy occurs on one or more of the Boards of Directors?
    • In the event of a vacancy on a Board of Directors, the remaining directors may fill the vacancy by appointment. The appointee must be an eligible elector of the District and shall serve until the next regular special district election, at which time, the vacancy shall be filled by election for any remaining unexpired portion of the term. If within sixty days of the occurrence of any vacancy, the Board does not appoint a director from the pool of any duly qualified, willing candidates, the Town Board of the Town of Windsor may fill the vacancy.
  • How do I become a candidate to run for the office of director for a District?
    • ​​​​​​​Any eligible elector of the each of the Districts interested in running for the office of director in a District must file a self-nomination and acceptance form or letter signed by the candidate and by a registered eligible elector of the District as a witness to the signature of the candidate with the District’s designated election official not less than 67 days before the date of the regular special district election. On the date of signing the self-nomination and acceptance form or letter, a candidate for director of a District must be an “eligible elector” of that District. To be an eligible elector, you must be registered to vote in Colorado and: (I) be a resident of the District for not less than 30 days; or (II) you, or your spouse must own taxable real or personal property within the boundaries of the District or the area to be included in the District, and you must be a registered voter in Colorado. Under Title 32, a person who is obligated to pay taxes under a contract to purchase taxable property situated within the boundaries of a special district or the area to be included within the special district is considered an “owner” for purposes of qualifying as an eligible elector.​​​​​​​
